Project Owner Representative

Main Responsibilities:

Before project decision:

Participate in the project development process. Contribute to the development of a project scope consistent with the Investor's requirements and with the local and corporate rules, allowing the Investor to commit on contractual obligations for product supply:

  • Reconcile conflicting viewpoints concerning project requirements within the Investor's organization. Ensure that the Investor's requirements are integrated into the project definition and execution.

  • Gather, validate and provide all required local information (site, regulations, Customer, etc.) to Engineering project team. Ensure that all local requirements are integrated into the project definition and execution.

  • Participate in the "B Meeting", to review and validate the consistency of the technical and commercial offer that will be issued by the engineering after the "B Meeting": Mainly, overall project scope (AL Engineering scope + "Local Portion"), the project technical definition, the contractual commitments towards the end customer, and the local and corporate rules.

During project execution:

  • Manage all aspects of the project execution on behalf of the Investor, and represent/defend the interests of the Investor (and of its Operations) until industrial production.

  • Manage all relationships and contracts of the Investor with AL Engineering and other main suppliers for the project.

  • Ensure that the proper project management organization is in place to execute the "Local Portion" (pipelines, local permits and feedstock).

  • Review all contracts to be entered into by the Investor for the execution of the project and utilities contracts, recruitment and training of operators, plant organization and start-up preparation with Operations, that are outside the scope managed by AL Engineering or by the turn-key supplier.

  • Participate to all project reviews which need the Investor opinion, like lay-out review with Engineering, supplier, and Group experts.

  • Coordinate the internal review by the Investor's organization (including Operations) of the project documents, engineering practices, standards and module designs issued by Air Liquide Engineering and other suppliers. Ensure all interested parties within Investor's organization provide their input; but reconcile all inputs to provide a single, consistent and timely response to Engineering and other suppliers.

  • Control, in coordination with the engineering project manager, the scope growth (modifications and change orders) and all decisions affecting the project budget and schedule.

  • Manage the communication with the end customer for all project execution matters

  • Identify and consult the appropriate Investor's personnel and/or Air Liquide Group technical and operation experts when needed, for input to particular project issues

  • Manage environmental and regulatory permit applications on behalf of the Investor.

  • Organize and manage the timely involvement of Operations to prepare the plant start-up, to develop SOPs, to hire and train the    operators team, and to prepare the hand-over of the plant.

  • Ensure the role of cost controller for the overall project execution; track and provide regular updates on the overall budget and schedule; react effectively and initiate corrective actions as soon as problems occur; provide a regular reporting of the overall project status and progress. Contribute to the overall objective of compliance to the expected project outcome and profitability, as initially approved by HQ

Requirements:

  • Well organized, strong analytical skills and proactive approach to complex issues under time pressure

  • At least 3 to 5 years of direct experience in project management is required. Experience in plant operation is an advantage

  • Working knowledge of safety issues

  • Experience in the estimation, procurement and execution of technical projects (design, manufacturing, construction, start-up)

  • Ability to supervise and manage various subcontractors and suppliers (delays, deliverables, guarantees, negotiation of change orders, budgets control, etc.).

  • Ability to interact and work cooperatively with other AL entities (Group Engineering departments, Group technical experts, Operations, etc.).          

  • Education: science degree in Mechanical or Chemical Engineering or equivalent is highly recommended.

  • Implementation of projects on optimization of existing production sites

  • Modernization of newly acquired production sites

  • Participation to the management of change committee and the implementation of approved decisions for the existing production sites

  • Support production sites in updating of as-built documentation

Requirements:

  • Higher technical education (Electrical or/and Instrumentation)

  • Experience, as in the operation and design

  • Work experience from 5 years

  • Experience in the preparation of technical requirements

  • Knowledge of a broad range of subjects

  • A comprehensive knowledge of relevant legal regulations

  • Strong organizational skills

  • Good team working skills

  • The ability to explain design ideas and plans clearly

  • The ability to analyze large amounts of data and assess solutions

  • Project management skills

  • AutoCad, MS Office

  • English language level Intermediate
